2027 UCR Registration, What Interstate Carriers Should Do Now
The 2027 Unified Carrier Registration (UCR) filing period is expected to open October 1, 2026, subject to confirmation through the official UCR registration system. The UCR Board generally recommends that participating states begin enforcement of each registration year on January 1. Businesses that prepare before the filing period opens can confirm their fleet information, corporate details, and filing status before year-end.
What UCR is
UCR is a federally authorized interstate registration system administered through the UCR Plan and participating states. Registration fees support UCR administration and participating-state motor carrier safety and enforcement activities.
Who must register
UCR generally applies to for-hire, private, and exempt motor carriers, along with brokers, freight forwarders, and leasing companies, that operate in interstate or international commerce, and coverage is fact-specific. A carrier whose vehicles operate only within Maryland, for example, may still be engaged in interstate commerce if its intrastate transportation is part of a continuous interstate movement, a fact-specific determination that depends on the shipment and the parties' transportation arrangements. By contrast, a carrier that genuinely operates only intrastate and doesn't handle interstate or international freight generally isn't subject to UCR. Private motor carriers of passengers are also excluded.
How UCR fees work
UCR isn't a per-truck charge. A covered carrier or freight forwarder pays an annual registration fee based on its applicable fleet-size bracket, while brokers and leasing companies generally pay the lowest-bracket fee. For carriers, the applicable fee bracket is determined under UCR vehicle-count rules and should be reconciled with the carrier's current MCS-150 information before filing. Verify the final 2027 fee schedule and the correct vehicle count through the official UCR system before filing.
File through the official system
Complete one annual UCR registration through the official National Registration System rather than registering separately in every participating state. Be cautious with third-party filing services, since they may charge additional service fees or display outdated information. Save your confirmation after filing. You do not need to carry a physical UCR credential in the vehicle because enforcement personnel can verify compliance electronically.
Use the season for a broader review
UCR filing season is also a useful time to confirm that MCS-150 information is current and to conduct a broader internal review of insurance filings, driver qualification files, and vehicle records. Those are separate compliance obligations, but reviewing them together can reduce year-end surprises.
